Control
over live situations
Many broadcasters use a
seven second delay on broadcast in case an obscenity or
defamatory statement is made. This can then be cut out
while the programme is still effectively live. Where no
panic cut off facility is available, broadcasters are
advised to pre-record phone-in sections so that control
can be kept. Section 1 of the Defamation Act 1996 gives
limited defence for situations where the TV, radio or
cable station has no control over the output.
